Residential

Irvine High Rise Condominiums
Redevelopment of a former manufacturing plant property into high rise condominiums south of Interstate 405 at Jamboree in Irvine. The regulatory environment was CEQA and local. This work was performed for two private developers.


Owens Valley Lake
Cogstone Provided the first paleontology assessment of Owens Lake Valley and several years later to assess additional areas of proposed impacts. The record search and research discovered previously recovered fossils in a local museum and in the Los Angeles County Museum. A sampling survey was designed based on the record search and geology. Several fossil localities were discovered during the survey and Pleistocene and Holocene fossils were collected, identified and analyzed. All of the background research, record search results and survey results were used to determine the overall paleontological sensitivity of the lake sediments and to assess the probably impacts of proposed dust control measures. Mitigation recommendations were provided.


The Rosedale Project (Monrovia Nursery Specific Plan)
The Rosedale Project is a primarily residential development of more than 500 acres in Azusa on lands formerly used for a commercial plant nursery. It was controversial and took over 15 years to get approval. The regulatory environment was CEQA and local. We won this project based on our qualifications and provided services to the City of Azusa as both client and lead agency.

 

Transportation

Zanja Madre
An access road next to the Gold Line approach to Chinatown station, to provide access and storage for trains in the rail yard to the east, was being constructed. An important early water conveyance system from the Los Angeles River to the plaza of the fledgling City of Los Angeles was revealed. We were the on-call cultural resources firm and responded to the unanticipated discovery. The regulatory environment was CEQA and local. This work was performed partially as a subcontractor to Ultra Systems Environmental and partially through a direct sole source contract to Metropolitan Transportation Authority.


Wallker Ridge
Widening of a state highway through mountains to improve safety. State Route 2 in Lake County, California. The regulatory environmental was CEQA and NEPA. We performed the paleontological monitoring.


Highway 138 West Expansion
The project was an expansion (widening and utility installation) of Highway 138 from Cajon to the Los Angeles County line extending more than 22 linear miles across 4 quadrangles [KP 0.0 – 22.53 (MP 0.0 – 14.0)]. Cogstone performed paleontological assessment in 2004 and wrote the mitigation plan for the project. Subsequently we monitored the first half of the project from Lone Pine Canyon Road in Cajon Valley to Fort Tejon Road in Pinon Hills from mid-2006 to mid-2007 as a subcontractor to Applied Earthworks Inc. We completed processing of samples, identification of fossils and the final report as a subcontractor to ECORP Environmental Consultants Inc. from July to December 2007.


Newport Road Extension Project
A road extension to serve the expanding housing areas near Menifee in Riverside County. Monitoring required in sensitive areas. Isolated prehistoric artifacts and a historic trash pit were discovered. The
regulatory environment was CEQA and local. We won this project based on our qualifications and provided services to the Riverside County Land and Transportation Management Agency as both client and lead agency.


Interstate 605 Soundwall Project (from Whittier to Baldwin Park, Los Angeles County, CA)
This project involved the assessment of the cultural resources (archaeological, historical and paleontological) at nine locations where Caltrans and MTA jointly proposed to build eight sound walls in five locations along the San Gabriel River Freeway (Interstate 605) in order to provide traffic noise abatement to adjoining residences. Cogstone Resource Management Inc. was a subcontractor to the prime, Parsons-Brinckerhoff Quade & Douglass. The work product was an Archaeological and Paleontological Evaluation Report and Mitigation Plan specifically tailored to Caltrans requirements in compliance with CEQA/NEPA & Section 106.


Eastside Gold Line Extension Project
The Eastside Gold Line Extension is a six mile project bringing the Gold Line subway into East Los Angeles. Paleontological and archaeological monitoring was required by project conditions. The regulatory environment was NHPA section 106 and NEPA. This work was performed partially as a subcontractor to Ultra Systems Environmental and partially through a direct sole source contract to Metropolitan Transportation Authority.

 

Utilities

Repairs To Oil Pipelines In The Angeles Forest
Winter 2005 rains caused landslides which ruptured oil pipelines passing through the National Forest. The only access is a historic roadway thus the Forest Service requires all impacts to be monitored, even for emergency repairs. In addition, numerous cultural resources are present in the National Forest and any impacts to those require mitigation. The regulatory environment was NHPA section 106 and NEPA. We performed this work for Pacific Energy Systems with the Angeles National Forest as the lead agency.


Cold Canyon Landfill
Expansion of landfill area plus expansion of the landfill composting operations. Cold Canyon Landfill, near Arroyo Grande in San Luis Obsipo County. The regulatory environmental was CEQA and local. The work was performed for the County but paid for by the landfill operating company.
